It is important to get to know your council person because he/she and the Mayor are responsible for the way Baltimore operates.

The council serves a term of 4 years, but you have to be vigilant about their election day because it scatters. Half or 1/3 of the council may be up for election.

Our council functions as a legislative branch and adhered to state law.

“A bill is submitted by a Council member for introduction to the City Council.”

Our city council should really push for Baltimore City needs, and explain why certain needs in Baltimore City (especially low-income areas) are not being met such as housing, education, banking, and development.

The following is the responsibility of the Baltimore city council:

  • Review proposed legislation through nine standing committees: Budget and Appropriations; Education and Youth; Executive Appointments; Housing and Urban Affairs; Judiciary and Legislative Investigations; Labor; Land Use and Transportation; Public Safety; and Taxation, Finance and Economic Development.

Depending on where you live, your council is responsible for all or some of the following areas:

  • Council housing
  • Education services
  • Electoral registration
  • Environmental health
  • Leisure and recreation facilities
  • Libraries
  • Local planning
  • Local transport
  • Parks and public places
  • Regulation of local business
  • Roads and footpaths
  • Social services
  • Waste and recycling
