As of December 31, 2015, one hundred and ninety-one public schools existed in Baltimore City. These schools represent elementary, middle, secondary, and informal educational programs such as the alternative school for Home and Hospital stay.
When students cannot attend school because of medical, physical, or emotional conditions, City Schools’ Home and Hospital program can arrange for instruction to be delivered at home or in hospital settings, or through telecommunications and home visits.
State funding for these schools depends on the school’s budget; therefore, the news announcement regarding cost per student for all public schools is misleading. The amount spent cannot be determined based on all schools due to variation. Instead of characterizing the value of the students as a number, describe it as a range.
Each school needs to identify the cost per student then notify the school board. Fully funding a school should not depend on the students’ achievement, only on what is needed.
In summary, decisions made on the number for the cost per student is wrong. To correct the error, the school board should determine the range spent. It is accurate due to budget variations.
