Biography
Hill has been a family magistrate at the Circuit Court for Baltimore City since 2016. Before becoming a magistrate, Hill worked as an attorney representing the Baltimore City Department of Social Services and as an attorney with the Legal Aid Bureau. As a family magistrate in the Division for Juvenile Causes, he has conducted judicial hearings in child welfare and delinquency cases.[1]
He also represents the court before executive agencies, including the Baltimore City Department of Social Services, the Department of Juvenile Services, and the State’s Attorney’s Office. He received his J.D. from the University of Kansas School of Law.[2]

Governor Wes Moore appointed Troy K. Hill to the Circuit Court for Baltimore City on Friday, December 15, 2023.
Before his judicial appointment, Judge Hill served as a Baltimore City Circuit Court Family Magistrate, where he conducted a variety of hearings in child welfare and delinquency cases; he served as a government attorney with the Baltimore City Department of Social Services, where he provided legal advice, guidance and training to agency counsel and case workers; and he served as a public interest attorney with the Legal Aid Bureau, Inc., where he represented children in child welfare cases.
Judge Hill was raised in Brooklyn, New York. He graduated from the University of Kansas School of Law, and he received his undergraduate degree from New York University. He is a Brown Belt 3rd Degree in American Kenpo, and he has been training in Sayoc Kali since 2021.
Judge Hill is an incredibly proud Girl Dad. His oldest daughter received her undergraduate degree from the University of Maryland, College Park, and she received her graduate degree from Towson University. His middle daughter graduated from Temple University in 2023. His youngest daughter is a student at Krieger Schechter Day School, and he was an assistant coach on his youngest’s Mount Washington Soccer Club team.
Judge Hill’s most trusted advisor and inspiration is his father, Environmental Law Scholar, professor, and author, Barry E. Hill; his most ardent supporter is his longtime love, Ravi; and his greatest influence and champion is his beloved late mother, Electra.
