Baltimore City Sitting judges

Governor Larry Hogan appointed Nicole Kimberly Barmore to the Circuit Court for Baltimore City on Thursday, September 1, 2022. She was sworn in on September 19, 2022, to Part 29. Her appointment was the culmination of her professional and personal commitment to public service. 

Before her judicial appointment, Judge Barmore served as Assistant Chief Counsel for the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Principal Legal Advisor, Baltimore. During her tenure, she served as a Point of Contact for many legal divisions, including Human Rights Violations, Labor Exploitation, Mental Competency, and Criminal Charges of Removability. 

Judge Barmore’s commitment to public service includes acting as a Past President of the Monumental City Bar Association, lifetime membership in the Alliance of Black Women Attorneys of Maryland, and membership in the Maryland State Bar Association, Bar Association of Baltimore City, Women’s Bar Association, and Women’s Law Center. Additionally, she served on the Attorney Grievance Commission of Maryland from 2017 until her appointment to the bench. Judge Barmore further serves her community as a Delta Sigma Theta Sorority, Incorporated member and a lifetime member of the Coppin State University National Alumni Association.  

Judge Barmore was born and raised in Detroit, Michigan. She migrated to Baltimore, Maryland, to attend Coppin State College, now University, where she earned a Bachelor of Science in History, served as Student Senate President, and was a scholar athlete on the Swimming and Diving Team and Tennis Team. She earned her Juris Doctor from the University of Baltimore School of Law. Judge Barmore enjoys Pilates, traveling, and coloring.
